Tuki takes over as Chief Minister

ITANAGAR, Nov 01: PWD and UD Minister Nabam Tuki was sworn as the 7th Chief Minister of Arunachal Pradesh today. The oath of office and secrecy was administered by Governor JJ Singh hours after Tuki was elected  as CLP leader in presence of the 3-member AICC observers' team in a swearing-in ceremony at Durbar Hall of Raj Bhawan here.

Later, addressing the media persons in his maiden press conference, Tuki said that he would give priority to the development front besides restoring peace and communal harmony among all tribes.

“Now political unrest is over. Everything has been sorted out,” Tuki said and appealed to all to extend their support and cooperation to the new Government for all round development.

He said that all on-going schemes/project would be continued and completed on time by properly monitoring and judiciously utilizing the fund meant for each and every scheme/project. Beside development of road communication and air connectivity, health and education sector, Tuki also stressed on exploitation of natural resources available in the state.

He also cautioned those mischief-mongers bent on creating communal rifts for vested interests saying that “his government would not tolerate such misadventure”.

“Any issues whatever the magnitude could be fixed through dialogue, consultation and negotiation. However, in some cases it may take some time to resolve, he said and urged all not to lose patience in such cases. He assured that his Government would respect all issue-based democratic movement by any organization/association and would try its best to solve and redress their demands and grievances.

Meanwhile, Tuki told media persons that his new council of ministers would be finalized in the next week or two after due consultation with party high command and he will be leaving for New Delhi within a couple days for the purpose. He, however, declined to comment on whether any minister from the previous ministry would be dropped

On Pradeep Thakur issue, he said the issue would be discussed in the cabinet. He also said that ex gratia for kin of those killed in Seppa bridge collapse accident would be released soon.

Hailing from Ompuli village of Sagalee sub-division under Papum Pare district, Tuki was first elected as MLA in 1995 from Sagalee assembly constituency. He was re-elected in 1999, 2004 and 2009. Presently he was holding the post of PWD and UD Minister and APCC president. He is also the sitting president of Arunachal Cricket Association. Tuki also served the state in various capacities before he was elected as MLA. Tuki was the vice chairman of Arunachal Pradesh Cooperative Apex Bank Ltd and APCC treasurer in 1994, working president of NE Youth Congress Coordination Committee in 1993, Youth Congress Committee president from 1988-93, general secretary of All India NSUI from 1986-88, Chairman of NE NSUI Coordination Committee (1985) and president of State NSUI in 1983.

Former Chief Minister Gegong Apang, MPs Ninong Ering, Takam Sanjoy, MLAs, Ministers and Parliamentary Secretaries of the previous government were present on the occasion.

 

New CM takes stock of law and order

ITANAGAR, Nov 1: A couple of hours after taking the oath of office, new Chief Minister of Arunachal Pradesh Nabam Tuki this afternoon had a high level meeting with the Chief Secretary, Home Commissioner, DGP and IGPs of the state to take stock of the law and order scenario across the state.

The officials briefed the newly sworn in Chief Minister of the prevailing law and order situation. Tuki categorically sought the exact position of the security apparatus and made a point that safety and security of the citizens of the state will not be compromised in any way. He directed the officials to seek first hand and in-depth reports on security scenario from each Deputy Commissioner of all the sixteen districts of the state. Based on the reports, Tuki said the government will evolve a modus operandi to put the security apparatus in place.

Tuki also directed the release of ex-gratia payment of Rs 19 lakhs for the victims of the tragic accident at Seppa on October 29 last.

Tuki Government today released the total amount of Rs 19 lakhs to the exchequer of the East Kameng district administration for further disbursement to the victims.

Meanwhile, Tuki has also approved the engagement of personnel from the National Disaster Response Force (NDRF) based at Guwahati and New Delhi to take over the rescue operations. The government has directed officials of the state Disaster Management and Relief & Rehabilitation department to head for Seppa immediately. The DIGP West has been directed to monitor the rescue and relief operations.

 

BJP hopes for best as it questions AICC

ITANAGAR, Nov 1: The Bharatiya Janata Party Arunachal Pradesh expressed hope that the new Chief minister would be able to lead all ensuring a responsive and good governance in place in the state.

It said that ruling Congress would able to spearhead holistic initiatives for the development of the state beyond the partisan party politics in the larger interest of Arunachal Pradesh.

Further the party hoped that AICC would resolve at once the frequent political instability due Congress in the state. It further said that despite people giving a mandate to the Congress but the Congress had to see three Chief Ministers in a span of Six months including the Late Chief Minister Dorjee Khandu that has created panic and insecurity and at the same time detrimental to the true spirit of development of this frontier state.

The new Chief Minister should prove and take initiatives to resolve the vexed Times of India (ToI) Pradeep Thakkur issue taking along with the various tribes and sub-tribes of the state.

The new Chief Minister has to speed up the progress of the state because of leadership crisis and infightings of the ruling Congress, it has taken the state of Arunachal Pradesh 06 (Six) months back.

BJP accused the AICC for being indecisive for 6 months time in resolving the political crisis that halt the development of Arunachal Pradesh.

The situations forced upon the people of Arunachal Pradesh in the recent past have exposed the very attitude and perceptions of the AICC.

The BJP would watch over the political situation of the state and would play the role of constructive opposition. The party would not keep silent or remain mute spectator or tolerate any injustice or misrule meted to the people constraining development, peace, security and harmony in the state, it said.  

 

Governor to visit Vijaynagar by road

MIAO, Nov 1: State Governor General (Retd) J.J Singh is all set to brave the 157 KM MV road when he visits Vijaynagar, the eastern most Administrative Circle of Changlang district next month.

This was informed by Executive Engineer Maihap Kenglang Longchang.

Despite shortage of manpower, inadequate flow of funds and brutal weather conditions the Jairampur Division of PWD after putting much effort accomplished re-construction of ALG at Vijaynagar.

Pot hole repairs and painting works are underway but the major re-construction works was completed on Oct 20 by engaging wage laborers airlifted from Mohanbari Air Field, Dibrugarh Assam.

He further informed that the state Governor has instructed to clear Miao-Vijaynagar road at the earliest possible way so that he can pay his visit to Vijaynagar in December.

The Governor was supposed to visit Vijaynagar this October but owing to the road blocks because of landslides the program had to be postponed.

Since last week the road  is being closely monitored  to ensure timely completion of the road.

 

Taku seeks help from state and centre

SEPPA, Nov 1: Seppa town MLA Tapuk Taku, who rushed to Seppa from Itanagar after hearing the sad news of a bridge collapse at Kameng River on Saturday evening convened an emergency meeting at East Kameng Deputy Commissioner chamber last evening. The emergency meeting was participated by Tage Tado, SDO and DC incharge, SP Kime Aya, Major AK Tiwari & Major Sushant Awasthi (Indian Army), OC, CRPF, 138 Bn SK Mandal beside host of officers, public and Panchayat leaders.   

During the threadbare discussion, ways and means were formulated to recover the 14 missing persons, extend moral as well monetary aid to the next kin of deceased, and to bring back normalcy in the district headquarter which had gone haywire soon after the mishap.

“Denizens from New Seppa are having a harrowing time with the collapse of the ill-fated bridge. Provisions should be made for a concrete bridge in near future and immediate renovation of the collapsed bridge”, Taku opined and sought the help of Centre and State Government for the same.   

On the two life line yet dilapidated bridges -Hari and Bana, Taku informed that on 11 October, he had long discussion with Chief Engineer, BRTF and Commandant 14 BRTF, Tenga. The BRTF officials assured him all possible steps from their end. On Bana Bridge , BRTF official informed him that the load capacity of the bridge has been lowered to 5 metric ton from previously 9 ton for the safety of the commuters. The officials asked the MLA to impress upon the district administration to restrict vehicles from carrying overload by putting security personal at the said bridge. On Hari Bridge , the BRTF official assured to direct the constructing firm to expedite the construction work.

Meanwhile, Taku has directed the district administration to man the hanging bridge at Type III with police personal so that the unfortunate incident is not repeated. Bridge at Type III is crowded with denizens from New Seppa and Seppa with the collapse of the hanging bridge on Saturday.

Taku has expressed deep condolence over the demise of 4 people. He also prayed for the early recovery of all the 14 missing persons and early improvement of scores of injured person who are recuperating at the District Hospital, Seppa.

Taku had extended monetary help to the victims of the incident when he visited them at District Hospital Seppa last evening as an immediate relief. He also announced Rs 25,000 to the family of the deceased, 5000 to the seriously injured.

 

Organisations hopes for the best

ITANAGAR, Nov 1: Arunachal Pradesh Congress Committee heartily has expressed the confident that the State of Arunachal Pradesh touches new heights of development under the leadership of Chief Minister Nabum Tuki.

APCC also appealled all to maintain peace and calm in the State and to co-operate the Chief Minister in bringing overall development of the State and to bridge all gaps done earlier.

The rank & file of Congress party of the State once assured full-fledged support for running the government and party smoothly to render yeomen service to the people of the State.

All Arunachal Pradesh Workers Union (AAPWU) and Indian National Trade Union (INTUC) hoped that with appointment of Tuki as CM political crisis in the state would come to an end and people of Arunachal will witness a new era of peace, prosperity and all-round developments.

The Committee for Citizenship Rights of the Chakmas and Hajongs of Arunachal Pradesh (CCRCHAP) in a release hoped that Arunachal Pradesh will witness unbound economic development, social and communal harmony and peace under leadership of Tuki as Chief Minister. It further said that “We look forward to a permanent solution to our long pending issue and firmly believe that the Chief Minister would certainly resolve the issue in the near future”.

Arunachal Chamber of Commerce and Industries, Naharlagun Bazar Welfare Committee hoped that the state would enter a new chapter of developement. The new government should take all sections of people along with it to make Arunachal Pradesh a vibrant state, it said.

Rt. Rev. Dr. John Thomas, the Bishop of Itanagar said that with experienced and able leadership of Tuki, state will see new era of education, empowerment and employment to make Arunachal a vibrant and self-reliant one.

While welcoming the new Chief Minister, All Nyishi Youth Association (ANYA) hopes that the new chief minister will lead the state towards peace, harmony and all round development. Under the leadership of CM Tuki, development will take place,  particularly in social, cultural, education and health sector, hopes All Arunachal Youngstar United Federation (AAYUF).

Wishing best to the newly elected CM Arunachal Pradesh Congress Seval Dal of West Kameng, Tawang and East Kameng hoped for the accelerated development and strong Seva Dal.

All Arunachal Pradesh Public Transport Federation (AAPPTF) hoped that under the leadership of new CM Nabam Tuki,   state Govt will work for all round development and peace and communal harmony.

All Papum Pare District Students Union (APPDSU) hoped  that Tuki would take care of all section of society while bringing development of the state to the right track.  It also appreciated AICC high command for reposing faith on Tuki to lead the state.

While welcoming new CM, Rajiv Gandhi Panchayat Raj Sangathan requested him to give priority on renovation of sector roads in the Capital Complex. Assuring full cooperation to Nabam Tuki, Arunachal Vigilance Forum (AVF) hope for improvement of law and order and stable government. The new CM would work  with dedication and sincerity for the welfare of the state as a whole, hopes Arunachal Pradesh Colleges’ Forum.

All Nyishi Youth Organisation (ANYO) hoped that Tuki will fulfill the people’s aspiration and carry forward the development activities.

All Parang Circle Youth Association, Parang Panchayat Youth Welfare Society and Nirjuli Market Welfare Committee hoped that Tuki will take care of all section of the society and give priority on all round development of the state. NMWC further hoped  that Tuki would bring an end to rampant collection of donation from the traders and improve law and order situation, while APCYA appealed all the organizations to extend cooperation to Govt for peace and development.

Expressing happiness over the appointment of Tuki as CM, Arunachal Pradesh Fair Price Shop Dealers Welfare Association (APFPSDWA) hoped that under the able leadership of Tuki, the state will march forward for progress, prosperity and harmony. It further hoped that PDS in the state will be streamlined and strengthened and an efficient leader will be appointed as food and civil supply minister. The Association also appreciated AICC chief for selecting Tuki as CLP leader.

Organisation say no to proposed extension of airfield

ITANAGAR, Nov 1: Dutta Peoples’ Forum, Capital Complex, Itanagar strongly discarded the proposed extension of Advance Landing Ground in Ziro and supports the movement spearheaded by Paph-Nehabo Village Welfare Committee (PNVWC) against the proposed extension and decided not to spare even an inch for the purpose.

The Forum evoked that the people of Dutta village has always been very supportive towards coming up of any developmental schemes in Ziro valley in general and Dutta village in particular and as such it has been very kind to Government of Arunachal Pradesh by donating major portion of its ancestral land for opening the existing airport at Old Ziro and that too without acquiring any kind of compensation but it believes the present proposed extension is highly objectionable as the Forum feels that it comes in expense of existence of Dutta village as it would require substantial land covering more than 90 percent land of people of Dutta, Paph, Nenebo, Dapopogyang and Nenchalyang.

The Forum strongly felt that the proposed extension would lead to disturbance in various spheres of life of Dutta.

The forum also revealed that the proposed area for acquisition from Dutta people’s land includes extended villages Nehabo, Dapopogyang and Paph which is only area left with Dutta people for developing other economic activities besides agriculture.

The forum requested for intervention of MLA cum Parliamentary Secretary Land Management Padi Richo regarding acquisition of land for Advanced Landing Ground (ALG) under PM Package at Ziro and also to recall a memorandum of objection against acquisition of land submitted before the Deputy Commissioner, Ziro in Feb, 2000 and hard four days protest of 2008 against the project. The forum expected that the Parliamentary Secretary Land Management himself being from the Valley would understand the sentiment of the people of Dutta village and genuineness in their objection of proposed extension of Advance Landing Ground.

 

AMYAA promotes SHG Mushroom Cultivation

ITANAGAR, Nov 1: There has been increasing interest for Mushroom Cultivation among SHGs under Khagam CD Block, Miao of Changlang District. The Mushroom Cultivation initiated by SANYA SHG of Khasan Jugli Village in the beginning of 2011 under the support of Alombro Mayu Yaku Chi Amey Aroga (AMYAA) NGO of Namphai-I, Miao through the sponsorship of NABARD RO, Itanagar has inspired number of existing SHGs. Besides many other skill based and non-skill based income generation activities (IGA) trainings that AMYAA (NGO) has imparted to SHGs and Farmers, the Organization has been taking special interest in promoting Mushroom Cultivation. The labour and processes involved in Mushrooming are easier and simpler as compared to other income generation activities such as candle making, food processing, detergent making etc., therefore many SHGs has opted for Mushroom Cultivation.

R. K. Paul Chawang and Jangam Pansa of AMYAA imparted training in Mushrooming to Sarah SHG and Blessing SHG of Songking Village. A total of 16 SHG members attended the theory cum demonstrative training.  During the coming week the Organization will be imparting Mushroom Cultivation Training to Aphuang SHG of Old Plone and Susana SHG of New Khamlang. The Organization will target at helping the SHGs and Farmers in taking up Mushrooming as one of their sustainable income generation activity. The AMYAA (NGO) will facilitate the groups by availing seasonal Mushroom Pawn on order and assists the Groups to cultivate Mushroom throughout the year. The high protein contain of mushroom and value tagged market price ranging from ` 100 to 160 per kg will help the groups to fetch good profit from the sale of mushroom products and motivate the groups to go for larger scale of production. An IGA for alternative source of income such as mushroom cultivation can bring about a sustainable economy and scope for self-employment to many youth, women and farmers in the remote rural villages of the District.

 

Union questions

ITANAGAR, Nov 1: The All East Kameng District Students' Union (AEKDSU) strongly questioned the capability of district administration regarding the black Saturday hanging bridge collapse at Seppa town.

Union claim that though bridge is more than twenty years old, there was never ever any mainte¬nance carried out by the concerned department. They demanded the higher authority to immediately take action against District Administration of East Kameng for their complete failure and officer of concerned department should be immediately suspended alongwith sub-cordinator officer who were the incharge of maintenance of that particular ill-failed bridge.

They also urged the administration to figure out the exact number of death and the injured person. On the other side the DSU cautioned the State Govt. that another incident may be happen if the maintenance of suspension bridge at Bana and Hari steel Bridge is delayed. Both Bridges are the heart lines which connect the Seppa from rest of the world. But the bridges are old enough which had been declared unfit for the heavy vehicles by the District administration.

While welcoming the decision of MP Takam Sanjoy and local MLA Tapak Taku to release compensation for the victims, union expressed deep condolence to the members of family who lost their relatives in this tragic incident.

All Arunachal Pradesh Govt Departmental Labours’ Union (AAPGDLU) has appealed to the authority concern for construction of a permanent RCC bridge immediately at the site in Seppa where the suspension  wire rope bridge collapsed recently. It further appealed to the authorities for adequate relief assistance to the victims’ family. The Union also deeply mourned the death of people in the tragic incident.

 

ANYA questions Tuki

ITANAGAR, Nov 1: Reacting to the appointment of Nabam Tuki as chief minister, All Nyishi Youth Association (ANYA) under the presidentship of Yumlam Achung criticized the ‘worse’ functioning ‘ of  Tuki as PWD and UD minister. It alleged that hanging bridge over Kameng river collapsed recently causing loss of life and missing of several people due to lackadaisical attitude over PWD for construction of the same. Due to inefficiency and inactiveness of PWD and UD under Tuki, the roads in the state, particularly in capital complex are laying in deplorable condition, it said.

While referring to Pradeep Thakur issue “ANYA is strongly of the view of MP Takam Sanjoy that  Govt should expose panorama of reports on the issue, which directly implicates Kiren Rijiju’s involvement as per electronic media report.” The truth behind the issue should come out soon, it said.

Meanwhile, ANYA in a 7-days ultimatum has demanded the new CM for  renaming of Indira Gandhi Park as Heri Tai Memorial Park and construction of memorial statue of brave jawan Pate Tasuk inside the Rajiv Gandhi stadium and threatened to launch democratic movement in case of failure of the Govt to fulfill the demands.

Demonstration programme on pea

ITANAGAR, Nov 1: An on field demonstration on improved method of sowing pea was conducted by KVK Lower subansiri at Hija   village Hapoli  on Oct 29.

Yowa Nunu  SMS (Agronomy)  demonstrated the  farmers on   scientific method of cultivation and specially emphasized  the  farmers to include pulses in crop rotation,  Since pulse crop  fixes atmospheric nitrogen into the soil , and helps maintain the fertility  status of soil ,which  is later availed by the succeeding crop.

 Mudang Tana SMS (plant protection) educated the farmers how to identify symptoms of pest and disease infestation and their control measures.

Shashikant Chaturvedi SMS (Horticulture)lectured the farmers on off season vegetable cultivation. Altogether 15 farmers participated during the programme.

 

Annual PYKKA sports competition

ROING, Nov 1: The Annual PYKKA sports competition for Block Kridashrees of Lower Dibang Valley District organized by the Department of Sports and Youth Affairs, Roing has begun at General Play Ground here today. Various games and sports competition like 100m, 200m, 400m race, long jump, Short Put and volley ball for both boys and girls and Football competition for boys and Kabaddi for girls will be organized during the Annual PYKKA sports competition in all the six blocks of the district beginning from today.

The winners of each event in the block levels will again compete in the district level for further selection for the state level competition informed the official sources. Namo Linggi, ZPM has inaugurated the event at General Play Ground, Roing today.

 

Workshop on SECC

ITANAGAR,  Nov 1: A block level SECC workshop cum training programme was conducted at DRDA conference hall, Yupia today. The BDOs of various block, supervisors and enumerators took part in the training.

Addressing the gathering PD cum district SECC officer Takir Nyicyor advised all participants to take the benefit of the programme. He distributed the census materials alongwith PC tablet to various charge officers of the Papum Pare district at the end of the training. The resource persons included Radhakrishnan T from ITI Kerela and Kalyan Dutta, a master trainer.

 

Social service

ITANAGAR, Nov 1: A mass social service will be carried out by the Doimukh Citizen Right Forum, Doimukh Student Union accompanied by PR members of area on 5th November along PWD road from Lower NEEPCO to Khola Camp, Doimukh. Due to this social service, normal traffic movement from NEEPCO colony to Khola Camp will remain suspend temporarily from 7 am to 12 noon.  

 

HDFC opens branch

PASIGHAT, Nov 1: In its continuous strive to serve with excellence

banking services to its widespread customers; the HDFC Bank opened itsfirst full-fledged branch in Pasigaht.

The branch was formally inaugurated today by the Deputy Commissioner Talem Tapok in presence of SP Pushpendra Kumar, officers, leaders and businessmen of Pasighat. Speaking on the occasion, the DC appreciated HDFC authorities for bringing services to the door steps of the people of East Siang.

Contract award opposed

ITANAGAR, Nov 1: The public of Upper Hinda Anchal segment, Palin  strongly opposed the award of contract work under MNREGA. They alleged that the selection of contractors for the work was not done according to MGNREGA guidelines.

It further appealed to the Palin Chambang MLA  for cancellation of  awarded work and also appealed him not to interfere on panchayat scheme.

Alleging non-disbursement of IAY to the beneficiaries, the people also demanded Palin BDO and Kurung Kurung DRDA PD for immediate disbursement of IAY to the beneficiaries of II-Upper Hinda within one month.

AALO, Nov 1: West Siang District Cooperative Union organized an awareness programme on Cooperative Movement and Member Education Programme at Pobdi village Oct 15. The meet was chaired by Ribi Rime, Chairperson District Cooperative Union, West Siang District.

ITANAGAR Nov 1: Chavang Kut, festival of harvest by Kuki tribes of Manipur was celebrated at Jubliee English School, Itanagar by the teachers, students and parents here today.

Speaking on the occasion as the chief guest, Jalley Sonam, chairman APB&OCWWB stressed the need to develop agriculture, horticulture and floriculture at larger interest in the state of Arunachal Pradesh. He also appreciated teachers from Manipur and Nagaland for selfless dedication in educating the people of Arunachal Pradesh. Sonam later donated exercise books to the students. He was accompanied by Changma Tajo, Secy. General AAPWU and social workers Kenkar Yomcha.

ITANAGAR, Nov 1: The All Upper Subansiri District Students Union held discussion with deputy commissioner regarding the need for improvement of LPG gas distribution in the district. ITANAGAR, Nov 1: Nyari Chege D/O Mari Chege of Chege Village East Kameng district has died today at Itanager after sudden illness.

Late Chege was a student of B.Com First year at Dera Natung Government College Itanager. Her death was an untimely and loss for her families and entire society, said All Nyishi Students Union.

All Liyak Youth Welfare Association has condoled the sudden demise of late Yalam Liyak and Yanu Liyak who died in the tragic Seppa hanging bridge collapse incident.

Association while extending condolence to the bereaved family member termed their death as great loss to the Liyak society. Further they appealed to the authority to provide compensation to bereaved family members sooner.

The areas of Mowb II is highly polluted, the garbage are thrown everywhere which has resulted in bad smell and pollution.

The govt should initiate steps on this matter.

Do something for the community

Dear Editor,

There are so many organizations within the Nyishi community; almost every person is a president or a secretary. Whenever I come to Itanagar, I find that everyone has card of a president or secretary of particular association. Only about 10% of population is left without a portfolio and these people are the common people. Every house and village has an association and soon we will have an association known as All Nyishi Child Association and All Nyishi Old Age Association.

Formation of association is basically to serve the people, but politicians have brain washed people heading these organi-sations.  That’s why all associations are involved in politics and can’t do any work for the common people. We are really frustrated with these association especially our Nyishi based association.    

Because of so many associations the divide and rule policy is going on within the community. One president doesn’t want to kneel down before other. This policy is not going to end soon as it will continue.   

These associations are not for the welfare but to threaten the officers in the name of president of the association, and publish in the paper against the ministers and officers for their individual benefits.  Please do something for common people of our community instead of dragging yourselves into the political arena.

Politics and Arunachal

Dear Editor,

Last couple of months has witnessed tough fight within Congress Party for CLP leadership and who would rule the state as Chief Minister. Parleys of talk at 10 Janpath, Delhi and two crucial visits of AICC observers consisting of very senior AICC members failed to give conclusive result. Sonia Gandhi President, AICC failed to hammer out acceptable solution. This time tiny state Arunachal Pradesh has given sleepless night to Central Leadership. Whereas larger state's political problem was solved within no time by Congress High Command in earlier occasion. Whatever the political turmoil our state may be in, I rather see a brighter sight and is learning something- that If our state's politics is so strong with only two MPs, we need to increase our population to five times thereby creating 10 MPs for Parliament, we could become central leader and one day Indian Prime Minister will be from Arunachal-this is guaranteed. Even with one crore population we are bestowed with vast state-largest in NE.

Not DC but PRO of the dam proponent

The Idu Mishmi Cultural and Literary Society express its heartfelt thanks to former Member of Parliament, Lok Sabha, Khiren Rijuju for clarifying to the nation that the dam movements in the state is a purely a movement of the ‘indigenous people’ through a news channel, Times Now on 31st Oct last.

The society firmly endorses his stand that, ‘Dam movement in Arunachal is an indigenous movement and they are fighting for their land, river and pristine forest’. Further we also welcome his view point that, “If at all there is any moist activities in the region, the administration has the  right to find out and take action against such anti national elements, but administration has no right to establish any link, the indigenous movement with Maoist threat”.

In fact the attempts to paint the indigenous movement against mega hydro power projects as ‘Maoist’ gained momentum after the current Deputy Commissioner,  Garima Gupta and her other half, Superintendent of Police, Roing, Veenu Bansal assumed office in Lower Dibang Valley district.   The attitude and behavior of the current administration under the incumbent Deputy Commissioner, Garima Gupta, IAS had raised eye brows from day one she assumed office. Instead of acting as an agent of the state government and being the facilitator between the government and its people; rather the actions of Ms. Gupta indicated that she is working at the behest of a corporate house, and seems to taking her direction directly from the corporate headquarters of National Hydro Power Corporation,(NHPC), proponent of 3000 MW, Dibang Multipurpose Project located  at Faridabad. Panchayat leaders too have pointed that Ms. Gupta had been acting like a 'Public Relation Personnel' of the dam proponent instead of an administrator.   And her other half, the superintendent of Police, Roing, Veenu Bansal too has also been toeing the same line.

Days before the “Roing Durga Puja Police Firing’, the District Administration and Police began propagating the claims of the presence of cadres of Ulfa as well as the Maoist in the district from neighboring Assam, with the objective of disturbing the impending public hearing for NHPC's DMP Public hearing on 24th October ’2011 without producing an iota of evidence. The administration has been actively propagating the existence of Maoists for the past few months. We are sad to note that such prefabricated excuses have ultimately paved the way for firing at the school children, at will in the Durga Puja Celebration at Roing on 5th October last.

The tall claims of the two arms of the government had also failed to go down well with Panchayat Leaders, NGOs and other Civil Societies who were skeptical about it. In fact the Panchayat leaders in a meeting on 2nd October’2011 with the IMCLS had pointed that building up public paranoia is itself a well-tried out political strategy. They had also predicted that the ‘Maoist’ claim may be an attempt by the administration and the police to paint the voices voicing against the mega hydro power project as Maoist; so as to excuse themselves into resorting to 'Big Stick Policy' in 2nd October meet at Eze park.

The impunity with which administration and police is acting is the ultimate climax, hysterical culmination  of the unchecked power vested in the hands of the Bansal Couple with the Deputy Commissioner, Ms. Garima Gupta heading the administration and her other half Veenu Bansal, IPS, leading the police. The society strongly feels that such concentration of power of the state machinery in a single household is dangerous and threatens the basic fabrics of democracy.

The incident that could have been avoided

Dear Editor,

With reference to the incident that occurred on 29th Oct in which the suspension bridge collapsed and many lives were lost, I would like to express my anguish over the district administration whose sheer negligence led to the incident. Was there no CRPF or APP to be sent to prohibit the innocent people from catching ‘taari’?

One thing I would like to remind the district authority that security forces are deployed where there is a danger. They should have known that the bridge was old and weak.

Their duty is not only to make rules and regulations but to ensure that it is implemented.

I Know my voice would not bring any change because no one would pay any attention but please don't be so irresponsible.

Intoxicating fame

The Shillong Chamber Choir should be renamed as Shillong Bollywood Band. A choir is a group of singers who sing carols in praise of the Lord in the Church. But Neil Nongkynrih has commercialized it and warmed upto the glamour of Bollywood or the Hindi film industry. Money corrupts, but Fame intoxicates.

Don’t hijack our issue

Paktu Ao Youth Association (PAYWA) would like to clarify that the letter written by one concerned Paktu-ao under the caption No thanks published in Arunachal Times on dated 31st Oct 2011 and some sections of paper is not written by PAYWA and PAPF. It may be written by some Non-Paktu to create misunderstanding among APITU , ANYA and PAYWA.  

In the meantime we ask the concerned Person not to write such anonymous letter which may create confusion. In the meantime we have decided to find out who has written such confusing letter in the time of turmoil in the state.

We appreciate the solidarity shown to us by APITU &ANYA for our genuine cause and hope in future they will do the same in genuine cause.

UNESCO findings

 

Globally, the number of children enrolled at the secondary level has tripled since 1970. Yet despite this progress, access remains limited in many countries, finds out the Global education digest 2011 report published by UNESCO Institute of Statistics.

The report finds that among 162 countries with recent data, girls and boys have equal chances of graduating from primary school in 91 countries. While girls are less likely than boys to complete primary education in 47 countries, boys are less likely to complete it than girls in 24 countries.

Upper secondary education is not compulsory in most developing countries. The gross enrollment ratio of upper secondary education in the Arab States (48 per cent), South and West Asia (44 per cent) and sub-Saharan Africa (27 per cent) were far below the world average of 56 per cent in 2009.

In particular, the number of secondary school teachers has risen by 50 per cent since 1990, yet shortages persist. Total number of secondary teachers grew by 50 per cent, from 20.3 million to 30.4million between 1990 and 2009. During the same period, the number of primary teachers increased by 27 per cent, from 22.2 million to 28.3 million. Globally, there have been more teachers working in secondary education than at the primary level since 2002.

However, girls face the greatest barriers in attaining secondary education as the gender gap widens across the globe.
